Proposed Bill Targets Safer Handling of Food Processing Waste

UWCHLAN TWP โ€” A new bill introduced by State Representative Paul Friel aims to overhaul how Pennsylvania manages food processing residue (FPR), addressing environmental and health concerns. The bill proposes updating regulations to ensure safer handling and application of FPR, which includes various byproducts from food processing.

The legislation responds to issues such as groundwater contamination and odor problems that have arisen from improper FPR management. Neighboring statesโ€™ restrictions on FPR usage have increased dumping in Pennsylvania, exacerbating the problem. The proposed bill, developed with bipartisan support and input from various stakeholders, outlines measures such as classifying FPR sources, requiring pre-processing of animal product waste, and involving local conservation districts in reviewing application plans. Additionally, it mandates licensing for brokers and haulers of FPR.

The bill is a response to a 2022 incident in East Coventry, where residents successfully opposed a food waste pit, prompting local legal reforms. Current regulations lack comprehensive tracking, testing, and complaint mechanisms for FPR use.
