DOWNINGTOWN, PA — Chester County has been awarded $1.35 million through Pennsylvania's Local Share Account program, which uses casino and racetrack revenue to fund local projects. State Senator Carolyn Comitta announced the grants, and county commissioners noted that the round drew strong competition from across the state.

Four projects will share the money. The biggest award, $500,000, will go toward securing the Downingtown Trestle Bridge on the Chester Valley Trail, where unauthorized visitors have raised safety and liability concerns. The county's 911 system will get a $400,000 overhaul aimed at improving reliability and cybersecurity, with new tools such as transcription, translation, multimedia sharing and threat monitoring for dispatchers.

A $252,751 pilot program will place flood-safety equipment, sensors and signs at high-risk locations in Downingtown, Avondale, Coatesville, Caln, East Bradford and Valley. Another $200,000 will expand the county's interactive heritage tourism kiosks to more historic sites and Main Street areas, following a first phase funded in 2024.

EAST FALLOWFIELD TWP — East Fallowfield Township supervisors are considering an ordinance that would give the township power to require some properties to connect to public sewer. The rule would apply when an occupied building sits within 150 feet of a sewer line and its on-lot septic system is failing.

The township could order a connection if the system is not or cannot be repaired, or if the township sewer engineer determines it threatens public health, safety or welfare. Affected owners would have 60 days' notice, and connections would follow the township's sewer ordinance, Act 537 Plan and outside agency rules. Voluntary connections would remain an option.

Homeowners could bear significant costs for construction, lateral lines and connection fees. The board will hold a public hearing and may vote at 6:30 p.m. Tuesday, Oct. 27, at 2264 Strasburg Road. If adopted, the ordinance would take effect immediately. The draft is available for inspection at the township building.

DOWNINGTOWN, PA — Drivers whose license plates are peeling, damaged or hard to read can get a free replacement at a drive-through event hosted by State Senator Carolyn Comitta and the Downingtown Police Department.

The event runs from 2:30 to 5:30 p.m. on Tuesday, Nov. 10, in the Downingtown Borough Hall parking lot at 4-10 W. Lancaster Avenue. Only damaged or illegible plates qualify.

Drivers must register in advance so organizers can confirm eligibility and schedule a 10-minute drive-through appointment. Registration is available at PASenatorComitta.com/LicensePlate2026.

HARRISBURG, PA — Pick Up Pennsylvania, the state's largest community improvement program, has launched its fall cleanup season. Groups that register an event with Keep Pennsylvania Beautiful are eligible for free trash bags, work gloves and safety vests supplied by PennDOT and the state Department of Environmental Protection, while supplies last. The fall program supports Ocean Conservancy's International Coastal Cleanup, which aims to keep litter out of waterways and oceans.

Volunteers can register online here or find a nearby event at cleanup.keeppabeautiful.org/Calendar.html. Organizers recommend contacting a local PennDOT Adopt-A-Highway coordinator early to secure supplies.
