Toll Brothers Seeks to Build on 116 Acres. Neighbors Are Pushing Back.

WEST BRADFORD TWP — A Toll Brothers affiliate and the property owner, Imaging Associates LLC, are seeking approval to build 163 detached houses and 74 twin units at 500 Hibernia Road in West Brandywine Township. The roughly 116-acre site sits in a rural residential district where age-restricted housing is permitted as a conditional use, so the applicants must prove the project meets the township's zoning standards.

The hearing, which began Aug. 5 and resumed Sept. 29, runs like a court proceeding. Residents with party status can present evidence, question witnesses and bring lawyers. No approval or denial has been issued, and no next hearing date has been identified.

Opposition, organized in part by Friends of Brandywine Farms, centers on density, traffic, sewer and water capacity, emergency services, and the loss of farmland, wetlands and streams. Opponents also cite the site's proximity to Hibernia County Park, the Hatfield-Hibernia Historic District and the Brandywine watershed. Township officials have made no findings on those concerns. The Philadelphia Business Journal reported that one township official could not recall a proposal drawing more public engagement.

Chester County Library to Host Free Business Resource Panel on Oct. 19

EXTON, PA — "Better in Business: Chester County Business Resources and Services" is set for Monday, Oct. 19, from 9 to 11 a.m. at the Chester County Library.

The session is meant for people at any stage of business ownership, including prospective entrepreneurs, established owners seeking growth and those planning to sell or retire. A guided panel will explain the services available from four organizations, followed by an audience question-and-answer period and time for networking.

The panel includes Laura Manion of the Chester County Chamber of Business and Industry, Ashley Pierce of the Exton Region Chamber of Commerce, Darlene L. Jenkins Walls of the Chester County Economic Development Council and John Ralston of Delaware Valley SCORE. Together, their organizations offer help with business development, networking, economic development and mentoring.

Chester County Families on Emergency Housing Vouchers Will Keep Their Rental Aid

WEST CHESTER, PA — The Housing Authority of the County of Chester said that HUD has approved a path for Emergency Housing Voucher families to transition into the Housing Choice Voucher Program through Tenant Protection Vouchers. The change applies to families under lease as of Sept. 30, a group HUD currently estimates at 70 households in the county.

Eligible families will be considered continuously assisted. They will not have to reapply, be placed on the authority's waiting list or undergo new eligibility screening, and they may remain in their current units if they continue to meet program requirements.

West Bradford Seeks Volunteers for Northbrook Road Cleanup

WEST BRADFORD TWP — The West Bradford Litter Lifters, the township's volunteer cleanup crew, will hold a litter pickup along Northbrook Road on Saturday, Oct. 17, from 8 a.m. to noon. Volunteers will meet at 8 a.m. at Humphry Marshall Park, near the Martin's Tavern ruins.

The township is asking participants to wear work clothes and sturdy boots and to bring gloves. Residents can register online or sign up through Joseph Antonelli at [email protected] or (610) 269-4174.
