After Election Errors, Chester County Names New Voter Services Director
WEST CHESTER, PA — The county is bringing in outside expertise to stabilize its embattled voter services office, appointing Michele DiCaprio — a former diplomat and U.S. Agency for International Development officer — as its new director of voter services. DiCaprio, a West Chester resident, will begin the role on July 20.
Her appointment follows a difficult stretch for the department. During the November 2025 local election, approximately 75,000 independent and unaffiliated voters were mistakenly omitted from the poll books, forcing around 12,000 of them to cast provisional ballots. An independent investigation found the cause was human error and poor oversight. Though everyone who sought to vote was ultimately able to do so, the incident drew significant public backlash and sparked a tense community meeting in February.
Prior director Karen Barsoum, who was not called out by the investigation for personal culpability, nonetheless announced her resignation in March and left the post earlier this month. County officials have been searching for a replacement capable of rebuilding both operations and public confidence.
Upper Uwchlan's 16th Annual Block Party Brings Food, Fireworks, and Fanfare on Saturday

UPPER UWCHLAN TWP — Upper Uwchlan Township's annual block party returns for its 16th year on Saturday, June 20, offering one of Chester County's most well-attended community celebrations ahead of Independence Day. The event runs from 5:30 p.m. until the fireworks finale at 9:30 p.m., spread along Route 100 between Byers Road and Waynebrook Drive.
The food vendor roster is extensive, with more than a dozen local and regional options including Bucktown Grille, Collective Coffee & Bakery, House of India, Primo Hoagies, Stolen Sun Brewing Co., Philly Funnel Cake, Nothing Bundt Cakes, Kona Ice, and Scooped Ice Cream, with additional vendors still to be announced.
On the entertainment side, the Fabulous Greaseband headlines the main stage while A Capella Pops performs at the Township Building. Ben Franklin and Betsy Ross reenactors will make appearances throughout the evening, adding a patriotic touch to the festivities. Younger attendees can enjoy moon bounces and rides from Bette's Bounces, as well as face painting and caricature artists. The night wraps up with a professional fireworks display by ZY Pyrotechnics.
Free Ice Cream and Family Fun Coming to Springton Manor Farm This July

GLENMOORE, PA — Downingtown residents looking for a free family outing this July have a sweet option on the calendar. The Friends of Springton Manor Farm will hold their annual Ice Cream Social on Sunday, July 19, from 2 to 5 p.m. at Springton Manor Farm.
The event is free and open to the public, with the Friends group serving complimentary ice cream throughout the afternoon. Beyond the scoops, families can expect a full lineup of kid-friendly entertainment, including arts and crafts, face painting, fairy hair styling, and Bubbletopia. The annual gathering has become a summertime staple for families across the region, offering a relaxed way to enjoy one of Chester County's beloved park properties. The event is organized by the Friends of Springton Manor Farm in coordination with Chester County Parks and Preservation.
From a Backyard Gazebo to a Full Café: Twin Valley Coffee Is Back Where It Started

ELVERSON, PA — Twin Valley Coffee marked a full-circle moment last weekend, reopening at the Caernarvon Township, Berks County location where it first got its start more than two decades ago. The company hosted a homecoming grand opening on June 12 and 13 at its new Main Street Café, 4043 Main St., drawing back the community that supported it through years of growth and the disruption of the COVID pandemic.
The business began in 2005 when founders Lynn and Lynne Burkholder received a bag of freshly roasted coffee beans and became hooked. Lynne taught himself to roast, eventually set up at the former Elverson Farmers Market, and built a roadside gazebo that became a neighborhood gathering spot famous for its Iced Toddy cold brew. The gazebo closed during COVID in 2020, but the company's Lancaster County location at Shady Maple Farm Market kept it operational.
The new café — the brand's first ground-up freestanding build — was designed by Mark C. Myers Architects of Downingtown and constructed by D. Howe & Son of Wagontown. It features a drive-through, ample parking, and indoor and outdoor seating, with the original gazebo preserved as part of the design.
Twin Valley now operates five retail locations across Berks, Lancaster, and Chester counties, including spots in Downingtown, West Chester, and Uwchlan Township, and employs about 120 people. Company leadership says the brand will continue to grow through additional leased retail locations while expanding its wholesale distribution business. The Main Street Café is open Monday through Friday, 6 a.m. to 6 p.m., and Saturday, 7 a.m. to 4 p.m.
