Chester County Opens Applications for $2 Million Open Space Fund
WEST CHESTER, PA — Chester County is accepting applications through April 30 for its Preservation Partnership Program, which distributes roughly $2 million annually to municipalities and nonprofits preserving natural, agricultural, and historic land. Now in its fourth decade, the program has protected more than 20,000 acres countywide and remains a top priority for residents, according to a 2023 survey.
Water in Fuel System May Have Downed Plane Carrying School Board President, NTSB Report Suggests

COATESVILLE, PA — A preliminary report from the National Transportation Safety Board has identified probable fuel contamination as a factor in the 2024 plane crash that killed Sam Ganow, 65, the president of the Octorara School Board in central Pennsylvania.
Ganow, an experienced pilot with more than 1,800 flight hours, died when the Grumman American Cougar GA-7 he was flying crashed shortly after takeoff from Chester County Airport. He was the plane's sole occupant, en route to Nashville to deliver the aircraft to a friend before catching a commercial flight home from Knoxville.
According to the NTSB's preliminary findings, witnesses said Ganow did not conduct a preflight fuel sampling check — a routine step in which pilots draw small amounts of fuel from each tank to test for water or contamination. Investigators noted that Ganow appeared hurried, having repeatedly called the fuel truck and voiced dissatisfaction with the response time. When investigators later examined the aircraft's engines, they found water and debris within parts of the fuel systems, as well as water in one of the tanks. A missing rubber gasket on the right-wing fuel cap was also flagged as a potential point of concern.
Two Chester County Cases Put a Spotlight on Child Safety in Public Spaces

EXTON, PA — Two Chester County criminal cases filed within months of each other have drawn attention to child safety in routine public settings — a shopping center dressing room and a local Walmart — and resulted in charges against two area men.
The first case dates to Dec. 30, 2025, when West Whiteland Township police responded to Plato's Closet in the Whiteland Towne Center in Exton after customers reported seeing a man slide a cellphone beneath a fitting room divider to photograph teenage girls who were trying on clothing. Witnesses flagged store employees, who promptly contacted authorities. Investigators released surveillance footage and turned to the public for help identifying the man. Community tips eventually led detectives to Eric Hart, 26, of Coatesville, who was contacted by police on Jan. 2. A forensic review of a phone recovered from Hart's home allegedly uncovered images of the victims, supported by metadata that placed the device inside the store during a narrow window that afternoon. The phone had been found powered down and tucked behind a desk in his basement. Hart has been charged with invasion of privacy and is due in court next month. His attorney has said the defense will challenge the allegations.
The second case involves Joseph Bouffard, 26, of Glenmoore, who Pennsylvania State Police say followed an 11-year-old girl through a West Sadsbury Township Walmart on Jan. 24 before sexually assaulting her. Bouffard was arraigned Wednesday at Parkesburg District Court on charges of indecent assault, unlawful sexual contact with a minor, and corruption of minors, and was released on $25,000 unsecured bail.
Investigators in both cases are asking the public to come forward with any additional information. Both men are presumed innocent until proven guilty.
Cloudy Forecast Pushes Coatesville Star Party to April 4

COATESVILLE, PA — Chester County Parks and Preservation has moved its Coatesville Star Party to Saturday, April 4, after this weekend's forecast made clear skies unlikely. The event, set to begin at 7:30 p.m., will be held at Pavilion 5 within Hibernia County Park and will again be led by Ranger Rita.
The decision to reschedule reflects the inherent unpredictability of planning outdoor astronomy events, where cloud cover can render an entire evening moot. County organizers moved quickly to communicate the change, noting that anyone already registered will be automatically transferred to the new date without needing to take any additional steps. Attendees are encouraged to check their email for further confirmation and updated details.
