Law Firm to Investigate Missing Voter Names That Disrupted Chester County Election
WEST CHESTER, PA — Officials have appointed Fleck Eckert Klein McGarry, an independent West Chester law firm, to investigate the Election Day poll book failure that excluded more than 75,000 third-party registered voters from poll books at all 230 precincts on November 4.
The county solicited proposals from ten firms before selecting Fleck Eckert Klein McGarry based on its investigative experience, knowledge of election law, and independence from county government. The contract is capped at $35,000.
Investigators will focus on five primary questions: what caused the incomplete poll books, what quality-control processes existed, why those processes failed, what other factors may have contributed to the breakdown, and why supplemental poll books were delayed in reaching some precincts. The firm will interview key county personnel, review internal communications, and evaluate oversight within the Department of Voter Services.
A written report with findings and recommendations is due December 19. A public presentation will follow at a Board of Elections meeting in mid-to-late January, scheduled in the evening to encourage public participation. County officials have acknowledged the failures and committed to implementing the investigation's recommendations to prevent future occurrences.
