Downingtown and Caln Launch Flood Prevention Plans with Community Meeting

DOWNINGTOWN, PA — A public meeting on November 14 will address new flood prevention plans for Downingtown Borough and Caln Township. Two grants are under review: one would fund flood modeling and mitigation efforts along Brandywine and Beaver Creek, while another would establish a community flood insurance discount and provide homeowner grants for resilience upgrades. The measures aim to protect flood-prone areas and improve water quality through both structural and non-structural projects, signaling a collaborative effort toward a more flood-resilient future. Brandywine Valley SPCA Offers Free Spay/Neuter for Outdoor Cats
MALVERN, PA — In an effort to curb the growing number of stray kittens in the community, Brandywine Valley SPCA has reopened its free spay and neuter program for outdoor cats. Appointments are available in Malvern, New Castle, Dover, and Georgetown, with a $10 registration donation per cat to confirm participation. Residents can bring up to five cats each, helping prevent unwanted litters while promoting a healthier environment for local neighborhoods. Deer Activity on the Rise: Game Commission Advises Caution for Pennsylvania Drivers
WEST PIKELAND TWP - As fall brings increased deer activity across Pennsylvania, the Game Commission is urging motorists to stay vigilant, especially during dawn and dusk when deer are most active. Pennsylvania sees a high rate of vehicle collisions with deer, with drivers facing a 1-in-61 chance of such an incident. Motorists are advised to watch for deer in groups, heed “Deer Crossing” signs, and slow down. If a deer is struck, residents may claim it by calling the Game Commission within 24 hours. For road-killed deer, the Game Commission Dispatch Center and West Pikeland Township authorities provide assistance. New AgConnect Structure to Drive Agricultural Development in Chester County
WEST CHESTER, PA — Chester County’s AgConnect has restructured in partnership with the Chester County Economic Development Council to strengthen the region's agricultural industry and promote sustainability. A newly formed advisory committee will lead AgConnect’s four specialized teams in implementing the county's Agricultural Economic Development Strategic Plan. The teams will focus on workforce development, financial support, local initiatives, and promotion of the agricultural sector, including popular programs like the Chester County Farmer of the Year. Through its enhanced framework, AgConnect aims to support local farmers and foster broader community appreciation for agriculture’s role in the local economy. Caln Township’s 2025 Budget Emphasizes Public Safety and Stormwater Upgrades
CALN TWP — Caln Township’s 2025 budget proposal prioritizes infrastructure and public safety while maintaining stability in solid waste fees. The stormwater program will receive $300,000 to support ongoing maintenance, with new projects under development. In response to growing demands on fire and EMS services, the township plans to add two full-time firefighters and increase EMS funding by $30 per property. The solid waste fee will remain unchanged, while sewer rates will see a modest increase of $12 annually.
