Downingtown Trestle Bridge Receives $200K for Trail Rehabilitation


DOWNINGTOWN, PA — Chester County has secured $200,000 from the Delaware Valley Regional Planning Commission to design and rehabilitate Downingtown’s historic Trestle Bridge. This project is one of 12 receiving funding from the DVRPC’s Regional Trails Program, which awarded $2 million across New Jersey and Pennsylvania. The grant will support the expansion of the Chester Valley Trail, a key segment in the broader Circuit Trails network. The Trestle Bridge’s renovation will improve access and safety for pedestrians and cyclists, further integrating Downingtown into the regional trail system. The DVRPC’s commitment to these projects reflects a long-term vision of interconnected, community-centered transportation networks.

West Chester Plans Unveiled for 329 Apartments Across from Borough Hall


WEST CHESTER, PA — Plans for a 329-unit apartment complex across from West Chester Borough Hall have been presented to the Borough Council. The proposed development, led by the Michaels Organization and Core Development, will transform a mostly vacant lot and existing car wash into a seven-story mixed-use building. The project, which fits within the borough’s zoning guidelines, includes 383 parking spaces, a central courtyard, and 5,000 square feet of retail space along Gay Street. Developers are also addressing flooding concerns by proposing a $1 million culvert upgrade to handle Goose Creek’s frequent overflows. Although the council did not take formal action at this meeting, discussions focused on ensuring that any infrastructure improvements benefit the broader community.

Chester County Deputies Take on High School Athletes in Friendly Fitness Challenge

WEST CHESTER, PA — The Chester County Sheriff’s Office is rolling out a new community engagement program called “Benching with Badges,” aimed at strengthening relationships between law enforcement and local youth. High school athletic teams are invited to participate in a bench press competition against deputies, where teamwork and physical fitness take center stage. The program, open to middle and high school athletes across Chester County, encourages friendly competition while offering a space for students to interact with law enforcement in a positive setting. The top-performing athletes will be recognized on social media, and a lighthearted twist adds to the fun: the losing team treats the winners to ice cream.

Chester County Doctor Settles Federal Case Over Self-Prescription of Controlled Drugs

DEVON, PA — Dr. Daniel Rubino has settled with federal authorities after being accused of improperly self-prescribing controlled substances over a two-year period. Rubino, who runs the Holistic Healing Center of Devon, was found to have written 44 prescriptions for himself without adhering to the medical protocols required under the Controlled Substances Act (CSA), including regular assessments and oversight from another prescribing physician. The drugs involved included a synthetic opioid and a sleep aid.

The U.S. Attorney’s Office announced that Rubino will pay $8,000 as part of the settlement, which also requires him to comply with more stringent regulations under a two-year agreement with the Drug Enforcement Administration (DEA). The investigation, led by the DEA’s Philadelphia Field Division, emphasizes the federal government’s commitment to combatting drug diversion and ensuring that all controlled substances are appropriately tracked through a closed distribution system.

LL Flooring’s Chester County Store Among 94 to Close Amid Bankruptcy Filing

EXTON, PA — JLL Flooring, formerly known as Lumber Liquidators, has filed for Chapter 11 bankruptcy protection and plans to close 94 of its 442 stores nationwide, including its Chester County location in West Whiteland Township. The decision is part of the company’s efforts to address financial challenges and reduce its footprint while pursuing a potential sale of the business. Despite the closures, the majority of LL Flooring’s stores will remain open, including three in nearby Montgomery and Berks counties.

The bankruptcy filing follows a period of financial strain for the company, driven by a difficult economic environment. LL Flooring has secured up to $130 million in debtor-in-possession financing from its bank group, led by Bank of America, which, combined with revenue from ongoing operations, will support the business during the restructuring process.
