Exton Man Sentenced to 7-14 Years for Leading Crystal Meth Trafficking Ring

Jhamir H. Winans, 24, of Exton, Chester County, has been sentenced to 7 to 14 years in a state correctional facility for his substantial role in a multistate crystal methamphetamine trafficking organization. The organization, active between 2019 and 2022, sought to saturate Montgomery County and its surrounding areas with large quantities of methamphetamine sourced from Los Angeles.

The sentencing, imposed by Judge Virgil B. Walker, followed arguments from the prosecution and defense. Assistant District Attorney Allison Ruth highlighted the community impact, emphasizing the far-reaching damage caused by methamphetamine distribution. Law enforcement intercepted some drugs, but the full extent remains unknown.

Winans is among several individuals arrested, with others having pleaded guilty and received sentences. Ricky R. Evans, the California source, was sentenced to 8Β½ to 17 years.

The investigation revealed Evans trafficked 200 pounds of methamphetamine, with 60 pounds seized. Methamphetamine, a highly addictive drug, poses significant health risks. Other defendants, including Shakeem M. Johnson and Richard E. β€œRambo” Quarles Jr., received sentences, while others await sentencing.

Initiated in March 2021, the investigation exposed a large-scale operation distributing approximately 800 pounds of crystal methamphetamine between 2019 and 2022. The seized methamphetamine was valued between $2.6 million and $3.7 million.

Democrats in the Pennsylvania House of Representatives, now in the majority, have advanced gun control measures, including a ban on automatic and semi-automatic guns. This marks the second time Democrats have used their majority status to advocate for gun control, emphasizing the bills' balance between gun ownership and citizen protection. The proposed measures include a ban on "assault weapons" and regulations on trigger activators, untraceable gun parts, and 3D-printed firearms.

Chester County has unveiled a new roadmap, the 2045 Watershed Resource Plan, aiming to safeguard water resources for future generations. The plan, addressing stormwater management, river conservation, and sustainable water supply and wastewater disposal, will be the focus of a public hearing scheduled for Wednesday, Jan. 24, at 10 a.m. in the Chester County Commissioners board room.

With 2,300 stream miles and 70 percent of streams contributing to drinking water sources, the county emphasizes the importance of preserving waterways to meet the needs of its growing population. Since the original Watersheds plan was introduced in 2002, guiding two decades of efforts to protect streams, lakes, and groundwater, the revised plan reflects the evolving landscape and demographic changes.

Chester County, witnessing a 21 percent population increase since 2002, is projected to reach 662,283 residents by 2045. The revised plan aims to address the challenges posed by this growth, providing a framework for evaluating and managing water resources to ensure they remain sustainable and beneficial to the community.
