WEST CHESTER, PA — Chester County prosecutors have filed new charges against David Vincent Rosa, 54, a handyman and painter who worked in homes throughout southeastern Pennsylvania, alleging he sexually assaulted children and women and distributed recordings of the abuse online. Rosa was first arrested in April on 100 counts of possessing child sexual abuse material and has remained jailed since, unable to post bail.

A July 16 complaint added charges including child rape, filming abuse and distributing images and videos online. District Attorney Christopher de Barrena-Sarobe called it one of the most disturbing cases his office has handled, saying an investigation launched from task-force tips grew into a multi-county effort after authorities found recordings on Rosa's devices, some dating to 2017.

Rosa lived in several Pennsylvania communities, including Philadelphia, Allentown, Malvern, Saylorsburg and West Whiteland, and his work as a handyman gave him access to numerous homes. One identified victim, a child between 2 and 6, was recorded at a residence in Wind Gap; a second, unidentified child is allegedly seen being raped in another video.

Investigators are asking anyone who hired Rosa in the past decade, or who recognizes a basement room shown in released photos, to come forward. Prosecutors stressed that Rosa is presumed innocent but said the scope of the evidence justified seeking public assistance. Tips can be directed to Chester County Detectives at 610-344-6866.

WEST CHESTER, PA — County commissioners have awarded more than $1.7 million in grants to support open space preservation and park upgrades countywide, funded through the county's Preservation Partnership Program, which supports municipalities and nonprofit land trusts.

Three of the eight grants awarded this year will go toward land conservation. The Brandywine Conservancy received nearly $395,000 to help preserve about 55 acres in West Bradford Township along Broad Run Creek. Natural Lands was awarded more than $322,000 to expand its ChesLen Preserve by 6.8 acres along the West Branch Brandywine Creek, and the Willistown Conservation Trust received $250,000 to add 20 acres to its Rushton Woods Preserve.

The other five grants will fund municipal park improvements. East Bradford Township will use $175,000 to enhance accessibility at East Bradford Park, while East Coventry Township received $250,000 to build a new boat ramp connecting the Schuylkill River Trail and Water Trail at Towpath Park. East Fallowfield Township was granted $218,200 for new recreational features at its community park, and Parkesburg Borough and West Chester Borough received smaller grants to fund early phases of playground and pavilion improvements at Minch Park and John O. Green Park, respectively.

EXTON, PA — As part of its ongoing Town Tours & Village Walks lecture series, Chester County will host historian Dr. Emily Sneff on Thursday, July 23, from 5:30 to 7 p.m. in the Struble Room at the Chester County Library & District Center in Exton. Sneff, an expert on the Declaration of Independence, will present her book, When the Declaration of Independence Was News, which examines how news of American independence traveled to the public in 1776, both within the new nation and across the Atlantic world.

Her research highlights the roles played by printers, soldiers, diplomats and translators in circulating the document, offering insight into the practical process by which a political declaration became widely known information.

CALN TWP — Caln Township's community art series continues Wednesday, July 22, with its next Art in the Park event, held from 5 to 7 p.m. at Caln Municipal Park. The session will focus on making suncatchers, with an additional table set up for freestyle art projects for those who want to explore something beyond the main activity.

As with previous sessions, organizers are requiring adult supervision for children in attendance and are encouraging parents and guardians to participate in the art-making themselves rather than simply observing. The event is free and open to all township residents.
