DOWNINGTOWN, PA — Downingtown Borough is one of six municipalities participating in a regional lawn-to-meadow initiative led by the Chester County Conservation District and funded by a grant from the Pennsylvania Department of Conservation and Natural Resources. At Samuel Tabas Park, sections of lawn that see little recreational use will be replaced with native grasses and flowering perennials.

Officials say the change addresses a simple imbalance: large lawns demand regular mowing while offering little ecological value. A meadow, by contrast, provides year-round food and shelter for birds, butterflies and other pollinators, and delivers additional benefits such as improved water quality, reduced stormwater runoff and erosion, and lower upkeep.

The project will move in stages. A contractor, currently being selected by the conservation district, will remove the existing turf and sow meadow seed this fall. New growth should appear in spring 2027, with the landscape shifting through the seasons as plants bloom and go dormant. The borough emphasized that the meadow will be deliberately managed, with staff trained to monitor for invasive species and conduct periodic mowing. The goal, officials said, is to make better use of park land not needed for recreation while supporting a healthier local environment.

EXTON, PA — Timed to national Library Card Sign-Up Month, the Chester County Library in Exton will hold its fourth annual Library Card Sign-Up Fest on Sunday, Sept. 13, from 1 to 3 p.m. The festival takes over the library's parking lot with a full slate of free, family-oriented programming.

Visitors can sign up for a library card at a registration table, though the event is open to anyone. Activities include STEM and makerspace projects, the YMCA of Greater Brandywine's Zoo and STEM on Wheels, bubbles and LEGO stations, and a bookmark craft led by Miss Pennsylvania's Teen Anna Rinnier. Local police, fire and EMS vehicles will be on display for Touch-a-Truck, Maggie Moo's will serve ice cream, and Michael Kropp will provide live music. State Senator Carolyn Comitta's office will host an information table.

The library is also collecting new or gently used books for ages 0 to 18, which will be donated to local nonprofits. With the lot closed for the day, attendees should use the parking garage across the street or the mall's lots. Details are available at ccls.libcal.com/event/17229363.

EAST BRANDYWINE TWP — East Brandywine Township began its 2026 Road Program around Sept. 1, with work continuing into October on five roads. Three of them, Crawford Road, North Buck Road and Summerhill Drive, are slated for full repaving on Wednesday, Sept. 9. That work involves deep asphalt base repairs, leveling, a fabric layer designed to reduce cracking, and a fresh 1.5-inch overlay. Residents along those roads should plan for temporary limits on driveway access.

Marshall Road and Highspire Road will instead receive a chip seal treatment, a preservation method that extends the life of existing pavement. The schedule calls for base repairs in early September, chip sealing in mid-September, and a fog seal application a few weeks later, likely in late September or October, to secure the surface.

EAST CALN TWP — East Caln Township has notified residents that Williams, the operator of a natural gas pipeline running through the township, will conduct maintenance inspections along its right-of-way beginning on or about Sept. 10 and continuing through September. The company describes the work as asset integrity investigations, a routine process meant to verify the pipeline's long-term safety.

Williams said the work will take place entirely within its right-of-way and will not impact private property, though residents near the sites should expect to see construction equipment and personnel during the scheduled period. The company issued the notice as a courtesy given residents' proximity to the work locations.
