Downingtown and Neighboring Towns Secure State Funding for Flood Mitigation and Emergency Services

DOWNINGTOWN, PA — More than $2.1 million in state funding from Pennsylvania casino tax revenue has been awarded to central Chester County municipalities and organizations to address critical infrastructure, public safety and recreation needs.
The Commonwealth Financing Authority approved the grants through its Local Share Account program, distributing funds across ten projects designed to help communities manage population growth, rising costs and severe weather challenges.
Flood mitigation received top priority, with Downingtown Borough securing $375,000 to develop a comprehensive flood planning strategy in partnership with Caln Township. The intermunicipal effort aims to address ongoing flooding issues affecting both communities.
Emergency services received substantial investment totaling more than $1 million. The Uwchlan Ambulance Corps will use $401,082 for two new ambulances and an additional $104,961 for four heart monitors, replacing equipment over 16 years old. The Thorndale Fire Company received $350,000 toward a new rescue pumper to replace apparatus from 2003.
Law enforcement modernization projects secured nearly $175,000 combined. Caln Township will purchase two electric police vehicles and equipment for $142,763 to reduce emissions and fuel costs, while Uwchlan Township Police Department received $32,160 for body cameras.
Infrastructure and recreation projects included $200,000 for traffic signal improvements in Upper Uwchlan Township to ensure emergency vehicle access, $245,000 for a nature playground at Shamona Peck Park in Uwchlan Township, and $200,000 for Wallace Township to build a pedestrian bridge connecting trails to Springton Manor Farm. West Brandywine Township Municipal Authority will repair sewer system manholes with $100,000 to prevent corrosion and future damage.
Caln Township Opens Public Voting for Holiday Decorating Contest

CALN TWP — Caln Township's annual Holiday Decorating Contest has entered its public voting phase, allowing residents to choose their favorite festive displays after township officials completed preliminary judging rounds.
Parks and recreation staff toured neighborhoods earlier this week to view contest submissions, reporting strong community participation and impressive holiday decorations throughout the township.
Public voting is now underway through social media, where residents select their favorite decorated properties by liking individual house photographs. The voting period extends through December 28, giving the community over a week to participate. Township officials will announce all contest winners on January 3.
For residents who want to experience the displays firsthand, Caln Township has created a mapped driving route featuring every participating property. The self-guided tour enables families and individuals to view the holiday decorations at their own pace while exploring different neighborhoods.
DPD Officers Support Children at Target’s Heroes and Helpers Event

EXTON, PA — Police officers from six area departments volunteered last week for a community outreach event that paired nearly 30 grieving children with law enforcement escorts for holiday shopping at an Exton Target store.
The Heroes and Helpers program brought together 29 children from 14 families supported by A Haven, an organization that provides grief counseling and family-centered support to young people experiencing loss. Each child received a gift card funded through collaborative efforts by the West Whiteland Police Association, Upper Uwchlan Township Police Department and Downingtown Police Association.
Officers from West Whiteland, Upper Uwchlan, Uwchlan, Downingtown, East Brandywine and East Whiteland police departments participated in the evening event. The program paired each child with an officer who accompanied them through the store as they selected holiday gifts.
