DOWNINGTOWN, PA — A single-vehicle crash on East Lancaster Avenue in Downingtown killed two women on Sunday afternoon. According to Downingtown police, a silver Jeep Grand Cherokee traveling east crossed to the westbound side of the road shortly after noon, struck a concrete retention wall near the Downingtown Log House and quickly caught fire. The driver was pronounced dead at the scene. Officers and a bystander pulled the front-seat passenger from the burning vehicle, and EMS crews treated her before transporting her to a local hospital, where she died. Police have not identified the women, and no cause has been announced. The road was closed for about three hours during the investigation, which is being led by the Downingtown Police Traffic Safety Unit and the Chester County Coroner's Office. COATESVILLE, PA — Roughly 23,000 customer connections in Pennsylvania American Water's Coatesville system are under mandatory water restrictions after weather-related changes in local water sources strained the utility's treatment plant. The order, effective Sunday, requires customers to limit water to essential uses and aim for a 10 to 15 percent reduction until further notice. It covers Coatesville, South Coatesville, Atglen and Parkesburg, as well as Caln, East Fallowfield, Highland, Valley, West Brandywine and West Sadsbury Townships in Chester County, and Christiana, Quarryville and Bart, Colerain, Eden and Sadsbury Townships in Lancaster County. The utility says the changed source conditions have required more intensive treatment, placing extra demand on filtration systems and temporarily reducing how much water the plant can produce. The order is not a boil-water advisory, and the water has not been reported unsafe to drink. Affected customers are being notified through the company's automated alert system, and updates — including when the restrictions end — will be posted at amwater.com/paaw/alerts.

COATESVILLE, PA — Coatesville will mark the 25th anniversary of the Sept. 11 attacks with a commemorative service at the National Iron & Steel Heritage Museum on Friday, Sept. 11, beginning at 8:40 a.m. The observance, called Coatesville Remembers September 11th, gives residents a place to gather and honor the nearly 3,000 people killed in 2001. The museum has a direct connection to the World Trade Center: steel from the city's Lukens plant formed the towers' distinctive trident columns, and recovered pieces are displayed on the grounds. Organizers say the purpose of the service is to ensure the victims are not forgotten. The ceremony will be held at 50 S. First Ave. in Coatesville and streamed live on the museum's website. EXTON, PA — The West Whiteland Township Police Department is asking residents to help identify a person suspected of shoplifting from the Kohl's at 229 W. Lincoln Highway in Exton on Sunday, Aug. 23. Police have not said what was taken or how much it was worth. Anyone who recognizes the individual or has information about the incident is asked to reach Officer DeLaney at 610-363-0200, ext. 1025, or by email at [email protected]. Tips may also be submitted to the department, and all information will be kept confidential.

EAST CALN TWP — East Caln Township has scheduled stormwater infrastructure work within the roadway of Bell Tavern Boulevard, with lane restrictions expected in two phases. The township's contractor will work on Tuesday, Sept. 8, and Wednesday, Sept. 9, then resume on Monday, Sept. 21, continuing through Wednesday, Oct. 7, depending on the weather. Throughout the project, one lane will remain open and flaggers will guide traffic through the work zone. Access to Bell Tavern Boulevard from Madison Way, Lincoln Drive and Kennedy Drive may be temporarily blocked during portions of the work, but the township said only one of those entry points will be closed at any given time.
