Chester County Scrambles to Fix Voter Roll Error on Election Day

WEST CHESTER, PA — Chester County faced a major election day crisis on Tuesday when officials discovered they had sent incomplete poll books to all precincts across the county, leaving thousands of voters off the official rolls. The error affected every registered voter not affiliated with the Republican or Democratic parties, including independents and third-party members.
County officials identified the problem early Tuesday morning and immediately began working to distribute corrected supplemental poll books to more than 200 polling locations. They announced the materials would be delivered by park rangers with an estimated arrival time around noon.
The mistake created significant confusion at polling places, with different precincts handling the situation inconsistently. Some locations required affected voters to cast provisional ballots, a more time-consuming process that some worried might discourage participation. Other precincts took a different approach, with poll workers handwriting names into official books and allowing standard voting to proceed.
Democratic Commissioner Josh Maxwell confirmed the error and stated that provisional ballots were available at all locations to ensure no registered voter would be unable to participate. He promised a full investigation after the election. Republican Commissioner Eric Roe echoed the commitment to a comprehensive review and emphasized that officials would meticulously examine each provisional ballot to guarantee all legitimate votes are counted. He stressed that unaffiliated voters deserve equal treatment.
County party chairs from both parties addressed the incident. The Democratic committee supported the provisional ballot approach while emphasizing that eligible voters should not be turned away. The Republican committee characterized the situation as outrageous and evidence of mismanagement, particularly noting the inconsistent guidance provided to precincts.
This marks the second significant voting irregularity in Chester County this year. During the spring primary, officials failed to include a race for prothonotary on the ballot following the incumbent's resignation after a scandal. Some Republicans have connected recent problems to administrative changes in the voter services department following a 2021 leadership change and subsequent staff turnover.
