WEST CHESTER, PA — Chester County's Board of Elections voted 2-1 on Wednesday to eliminate the public's ability to watch ballot counting at Central Scan online, ending a practice in place since 2023. The livestream had been introduced after a resident's review of security footage revealed that about 300 ballots were dropped off together during the 2022 spring primary in West Goshen Township — a discovery that prompted a lawsuit later withdrawn. Commissioners Josh Maxwell and Marian Moskowitz, both Democrats, voted to end remote access, while Republican Commissioner Eric Roe dissented and pushed to keep it available.

The board also restricted in-person observation to a designated room, moving away from areas that had previously offered a closer view of the counting process. Roe introduced three amendments during the four-hour meeting — attended by nearly 100 residents — including a registration system that would have preserved online viewing rather than eliminating it, and a proposal to extend retention of drop-box and mail-ballot surveillance footage from 60 to 90 days after certification. Both were rejected, though Moskowitz and Maxwell signaled openness to revisiting the retention timeline if storage capacity constraints could be resolved. WEST PIKELAND TWP — Pennsylvania State Police are investigating a burglary at a Sunoco gas station in West Pikeland Township, Chester County, and are asking the public for help identifying a suspect. Troopers from the Embreeville station were notified at 6:05 a.m. on Sept. 16 of a break-in at the station, located on the 900 block of Kimberton Road. Surveillance video reportedly shows a white man throwing a rock through the front door before entering the store twice to steal cigarettes from behind the counter. Police believe the incident took place sometime between the late evening of Sept. 15 and the early morning hours of Sept. 16. No suspect has been identified, and anyone with information — or who recognizes the man captured on camera — is urged to contact PSP Embreeville at 610-486-6280.

WEST BRADFORD TWP — West Bradford Township's Transportation Impact Fee Advisory Council (TIFAC) will hold a public hearing on Wednesday, Sept. 30, to review and discuss the township's Capital Improvements Program, which outlines planned infrastructure projects and funding priorities. The hearing will run from 7 to 9 p.m. in the Public Meeting Room at 1385 Campus Drive in Downingtown. Township officials are encouraging residents to attend and take part in the discussion as the council evaluates the proposed program.

WEST CHESTER, PA — Chester County's Department of Emergency Services fielded more than 455,000 calls to its 911 center in 2025 while advancing several long-term public safety initiatives, according to the department's annual report, released under Director Warren W. Messerschmidt. The county's Emergency Communications Center, which operates around the clock, handled nearly 1,000 calls a day on average and reached full staffing across all 72 dispatcher positions — a notable achievement amid a nationwide shortage in emergency communications staffing.

The report also highlighted the department's progress on major planning efforts, including the finalization of a new Pipeline Response Plan for hazardous liquid pipelines and continued work on an updated county-wide Hazard Mitigation Plan, expected to be completed in late 2026. The department began a multiyear contract with Motorola to replace aging police radios and upgraded its Emergency Operations Center with a new video wall to improve real-time coordination during major incidents.

On the medical side, the county's EMS division won state approval for a new regional protocol — the first of its kind in Pennsylvania — allowing crews to transport stable patients experiencing a behavioral health crisis directly to a specialized hospital rather than a standard emergency room. The department's fire and hazardous materials teams conducted 174 fire investigations and responded to 57 hazardous materials incidents over the year, including sending crews to assist with air-quality monitoring during a major industrial fire in neighboring Montgomery County.
