Commissioners Highlight Community Development Funding and Conservation Goals at April Meeting

WEST CHESTER, PA β Chester County's Board of Commissioners used its April 29 meeting in West Chester to mark a series of observances tied to housing, tourism and the environment. Commissioner Josh Maxwell read a proclamation designating April as Community Development Month, noting the roughly $2.3 million in annual Community Development Block Grant funding the county directs toward services such as emergency shelter, financial literacy, credit counseling and homelessness prevention. Leaders from the county's Department of Community Development and the Housing Partnership of Chester County attended.
Commissioner Marian Moskowitz then proclaimed May 3 through May 9 as National Travel and Tourism Week, citing more than $1.9 billion in visitor spending in Chester County in 2024 and the broader role of the U.S. travel industry, which produced $3 trillion in total economic output last year. The proclamation underscored how travel spending supports public services and small businesses, which make up the majority of leisure and hospitality employment. Representatives from Chester County Tourism, Longwood Gardens, the Chadds Ford Historical Society and the Chester County History Center took part.
Commissioner Eric Roe closed the proclamations by declaring April as Earth Month, calling environmental stewardship a shared responsibility and encouraging residents to participate in cleanup efforts in parks, on trails or at home. Members of Go Green Chesco, the Chester County Water Resources Authority, the Clerk of Courts and the Planning Commission joined the recognition.

East Brandywine to Plant 1,776 Flags for America 250

EAST BRANDYWINE TWP β East Brandywine Township is preparing to install 1,776 American flags at the Community Park on Tuesday, May 19, beginning at 6 p.m., as part of its participation in the America 250 commemoration marking a quarter-millennium of American independence. The annual tradition is intended to honor those who lost their lives in service to the country and to provide a community gathering centered on remembrance.
Organizers are inviting residents of all ages to take part in the installation, which relies on volunteer support to set the flags into place across the park. Those planning to attend are asked to bring a portable drill with a long bit or a long-handled screwdriver to assist with the work.
Carlos Della Valle Freed After Nine Months in ICE Detention
DOWNINGTOWN, PA β A Downingtown resident has been released after nearly nine months in federal immigration custody, capping a case that became a focal point for community organizing across Chester County. Carlos Della Valle, a Mexican national who has lived in the borough for decades, spent 258 days in U.S. Immigration and Customs Enforcement custody and was held in 16 different facilities, his family said.
Mr. Della Valle was first detained in December 2024 at an airport in the U.S. Virgin Islands while traveling with his family. According to relatives, he originally entered the United States illegally in 1997 after fleeing cartel violence, was later deported, and reentered after signing a document agreeing not to return. His unlawful entry has complicated the typical pathway to legal status through marriage.
Following his arrest, Mr. Della Valle was released on bond and tried on a charge of illegal reentry. A jury found him not guilty after considering hundreds of letters from community supporters, but he was taken back into immigration custody last August. The renewed detention prompted fundraisers, letter-writing efforts and online campaigns.
After Meta Glitch, East Brandywine Rebuilds Its Online Presence

EAST BRANDYWINE TWP β East Brandywine Township announced on April 27 that its previous Facebook page is no longer available due to an unspecified technical issue with Meta, prompting the municipality to launch new accounts on both Facebook and Instagram. The new pages are intended to restore the township's direct line of communication with residents and will serve as the official outlets for news, events and important community announcements.
Officials are encouraging residents to follow and share the updated accounts to help spread the word and ensure that neighbors who relied on the old page continue to receive timely updates.
