Josh Shapiro ordered flags at Chester County government buildings lowered to half-staff in his memory. O'Connor was killed while on duty, and his passing has prompted an outpouring of grief from state and local officials alike. Chester County joined in mourning, expressing heartfelt condolences to the corporal's family, loved ones, and the fellow troopers who worked beside him. The half-staff order serves as a formal public tribute to his sacrifice and service to the Commonwealth of Pennsylvania.
Man Charged With Murder After Woman Is Shot and Killed While Driving in Berwyn

WEST CHESTER, PA β Chester County authorities have arrested and charged 44-year-old Steven Jahn with murder following the weekend shooting death of a woman in Tredyffrin Township. The victim was driving along Contention Lane near Old State Road in Berwyn late Saturday night when she was shot. Her car struck a utility pole, and she was transported to a hospital, where she died Sunday evening.
Investigators worked through the weekend to identify a suspect, relying heavily on surveillance video collected from the surrounding community. That footage, combined with tips and investigative leads, helped authorities build a picture of the events that night and pointed them to Jahn. Officials say they believe he acted alone and that there was no prior relationship between him and the victim, suggesting the attack was a random act of violence.
CAVA Coming to Former Mod Pizza Space

EAST CALN TWP β CAVA Mezze Grill is making its way to Brandywine Square Shopping Center in East Caln Township, but first the Mediterranean chain needs a sign variance from the local zoning board. The company, which has leased the former Mod Pizza space in the shopping center off East Lancaster Avenue and Quarry Road, is requesting permission to install three exterior building-mounted signs β each roughly two and a half feet tall and just over eight feet wide. The East Caln Township Zoning Hearing Board will hear the application at its public meeting on Monday, March 16, beginning at 6:30 p.m. at the township building on Bell Tavern Road in Downingtown.
Upper Uwchlan Township Seeks Public Input on $7.2 Million Wastewater Expansion Plan
UPPER UWCHLAN TWP β Upper Uwchlan Township has released a special planning study addressing a wastewater infrastructure challenge: while its Route 100 Regional Wastewater Treatment Plant can handle projected future flows, it lacks the effluent disposal capacity to make full use of that treatment capability. The proposed solution involves utilizing the Senn Parcel for drip irrigation, which would add approximately 25,150 gallons per day of disposal capacity.
The estimated price tag for the project totals $7.24 million, broken down across construction, engineering, land acquisition, and contingency costs. The Upper Uwchlan Township Municipal Authority would fund the work directly. A 30-day public comment period is now underway, as required under Pennsylvania's Act 537 planning regulations. Residents can review the full plan at the township offices on Pottstown Pike in Chester Springs on weekdays, or online via the township's website.
