Chester County Authorities Crack Down on Street Racing After Serious Collision

EXTON, PA β€” On April 27, a street race on Route 202 in Chester County resulted in a serious crash, injuring an uninvolved driver. Dashcam footage showed two vehicles speeding and weaving through traffic before one lost control and collided with another car. The victim, who was driving legally, sustained significant injuries and is recovering.

The driver of the red Subaru BRZ, identified as 35-year-old Donald Phillips, fled the scene. Police used license plate readers and surveillance footage to locate Phillips and his damaged vehicle. He faces multiple charges, including felony counts of fleeing the scene and reckless endangerment, with a potential prison sentence exceeding seven years.

The second driver involved has been identified, but charges are pending. In response to the rise in street racing, authorities are enhancing enforcement measures, including increased patrols and the use of technology to identify offenders.

Jury Deliberates Self-Defense Claim in Chester County Roadside Shooting

WEST CHESTER, PA β€” A Chester County jury is deliberating the case of Racquel Graham, a 42-year-old woman from Springfield, Delaware County, who faces charges of aggravated assault and reckless endangerment following a roadside shooting incident on May 2, 2024.

The incident occurred around 6:30 a.m. on Goshen Road in Willistown Township. According to testimony, Ryan Milligan, 26, of Havertown, was driving to work when he attempted to pass Graham's slow-moving Toyota RAV4. As he did so, Graham allegedly fired a single shot from her handgun, striking Milligan's vehicle but not causing injury.

Graham, who admitted to firing the weapon, claimed she acted in self-defense, citing a history of harassment by individuals she believed were following her. However, investigators found no evidence corroborating these claims.
